Belgium

Belgium is a federal constitutional monarchy with a parliamentary system. Its institutional organization is complex and is structured on both regional and linguistic grounds. It is divided into three highly autonomous regions: the Flemish Region (Flanders), the Walloon Region (Wallonia) and the Brussels-Capital Region. It covers an area of 30,528 km2 (11,787 sq mi) and has a population of more than 11.5 million.


There are 71 cities of which two are metropolitan areas with Urban Mobility Plans online with a total population of 4.3 million people. The cities range in size from 3,250 people (Erezée) to 1.1 million people (Brussels). None of these plans have followed the EU Guidelines and none have been supported by external funding. In the case of the Walloon region, the regional administration has developed its own Mobility Strategy for personal mobility and for freight. In the Flemish Region, urban mobility policy is set by a Decree on local mobility policy. The Flemish region is responsible for the coordination of mobility policy and regional mobility plans (R-SUMPs). The Brussels Capital Region has its own 'IRIS'-plan which is an integrated transport plan which covers the metropolitan area. Each of its 19 municipalities/cities will have to construct their own mobility plan that fits within this larger plan. The vast majority (97%) of plans are in French and the vast majority (98%) of plans have been prepared with consultant assistance.
