Croatia


Croatia is a republic and a parliamentary liberal democracy and covers 56,594 square kilometres (21,851 square miles), and has a population of nearly 3.9 million. Sustainable Urban Mobility Plans (SUMPs) in Croatia are not legally defined, there are no national guidelines for their preparation and they are not connected to national funding sources. Although objectives of sustainability and political support for SUMPs exist, public participation and technical possibilities for the preparation of SUMPs are limited.


There are five cities with Urban Mobility Plans online with a total population of 162,017 people. The cities range in size from 4,500 people (Novigrad) to 59,078 people (Pula). Except the plan for Sibenik, all plans have followed the EU SUMP Guidelines. Two plans have been funded by the EBRD, one by the EU and one by the Adriatic IPA. All plans are in Croatian except for the Koprivnica plan which is in English. Two plans have been prepared with consultant assistance.
