Estonia is a democratic unitary parliamentary republic covering a total area of 45,339 square kilometres (17,505 sq mi) with a population of just over 1.3 million. There is currently no law in Estonia requiring urban mobility planning. The Government plans to establish a support scheme for sustainable urban mobility planning and related measures. The Ministry of Interior is working on a national planning document that will include non-binding guidance on mobility planning. Funding for SUMPs is available from the Estonian Environmental Investment Fund and  the EU European Regional Development Fund. 


There are two cities with Urban Mobility Plans online with a total population of 0.5 million people. The cities range in size from 101,092 people (Tartu) to 0.4 million people (Tallinn). Both plans are available in English.
