The Republic of Ireland is a parliamentary democracy based on the Westminster system. It has an area of 70,069 km2 (27,054 sq mi) and an estimated population of 5.1 million. Urban mobility planning in Ireland is generally the responsibility of local authorities. Mobility plans are not mandatory. Urban mobility planning is part of the Land Use and Development Plans created by local authorities every six years.


There are five metropolitan areas with Urban Mobility Plans online with a total population of 2.4 million people. The cities range in size from 51,519 people (Waterford) to 1.8 million people (Dublin). All plans are in English and three have been prepared with consultant assistance. All are integrated spatial development and urban mobility plans.
