Italy

Italy is a unitary parliamentary republic and covers an area of 301,230 km2 (116,310 sq mi), with a population of about 60 million. All municipalities with more than 100,000 inhabitants must have their own integrated SUMP. Starting from January 2023, the adoption of a SUMP is mandatory in order to access funding related to public transport and the promotion of cycling programmes. A “Vademecum" (handbook) has been published, containing operational guidelines for the preparation of the SUMP.


There are 49 cities of which six are metropolitan areas with Urban Mobility Plans online with a total population of 14.6 million people. The cities range in size from 1,838 people (Acquappesa) to 3.4 million people (Rome). All plans are in Italian and although all refer to the EU Urban Mobility principals only one third (33%) have followed the EU Guidelines.
