Portugal is a semi-presidential representative democratic republic covering 89,015 km2 (34,369 sq mi) with a population of 10.5 million people. There is no formal legal obligation for local authorities to implement a Sustainable Urban Mobility Plan (SUMP). In 2011 the Institute for Transport and Mobility (IMT),developed a national strategy for the approach of accessibility, transport and mobility, and their relation with land use planning. From 2010 to 2012, 10 municipal or inter-municipal plans  were launched; seven of them are finished. 


There are eight cities of which two are metropolitan areas with Urban Mobility Plans online with a total population of 3.8 million people. The cities range in size from 46,860 people (Agueda) to 2.8 million people (Lisbon). All plans are in Portuguese and two (Lisbon and Torres Vedras) are available in English.
