Romania is a semi-presidential republican with an area of 238,397 km2 (92,046 sq mi) and a population of under 18.9 million inhabitants. The Ministry of Regional Development and Public Administration is responsible for Urban Mobility Planning. An Urban Mobility Plan is mandatory for all cities and towns and optional for communes and it became a pre-condition for the EU Regional Operational Programme financing on any transportation axis. An EBRD contract was implemented for the development of the SUMP framework as well as for all municipalities that wanted to develop Urban Mobility Plans.

There are 18 cities of which nine are metropolitan areas with Urban Mobility Plans online with a total population of 4.6 million people. The cities range in size from 32,030 people (Odorheiu Secuiesc) to 1.8 million people (Bucharest). Most plans have been prepared with consultant assistance and EU or EBRD support. All plans are in Romanian.
