Spain is a secular parliamentary democracy and a constitutional monarchy with a land area of 505,992 km2 (195,365 sq mi) and a population of 47.2 million people. Sustainable Urban Mobility Plans (SUMPs, Planes de Movilidad Urbana Sostenible - PMUS) in Spain are not mandatory, except in the region of Cataluña. There are some regions that have adopted Mobility Guidelines (not mandatory), such as Cataluña, Andalucia and the Basque Country. The Municipality of Madrid Mobility and Transport department has also produced guidelines.


There are 158 cities of which ten are metropolitan areas with Urban Mobility Plans online with a total population of 23.2 million people. The cities range in size from 9,245 people (Sabiñanigo) to 3.2 million people (Madrid). Most (124 or 78%) of the plans are in Spanish, 30 are in Catalan and four are in Galician.
