Ukraine is a republic under a semi-presidential system with separate legislative, executive, and judicial branches. It covers an area of 603,550 square kilometres (233,030 sq mi) and an estimated population of over 41 million people of which 70% live in cities. It has 457 cities, 886 urban-type settlements and 28,552 villages. Some cities have already developed and started the phased implementation of Sustainable Urban Mobility Plans. However, most cities are just at the beginning on this path.


Although Ukraine’s cities are still vulnerable to potential damage resulting from Russia’s aggression, there is a clear need for rebuilding critical infrastructure now to allow people to move around and help those that have been displaced return home.  With the help of international investors and donors, Ukraine has a unique chance to build a safe, reliable, green and effective urban transport system independent from fossil fuels imported from Russia. 


There are two cities with Urban Mobility Plans online with a total population of 1.0 million people. The cities range in size from 261,624 people (Zhytomyr) to 0.7 million people (Lviv). Both plans are available in English.
